The dog version of an SAT logic question

Do you remember those logic problems they had on the SAT where they gave you the information about who is standing next to who and then you had to figure out what order the people were standing? We in essence played that all weekend with the 6 - yes 6! - dogs that were at Brandy's house. So, let's play the game now, for all of you sitting at home and wanting some SAT practice:

First, in the house we have:

Belle: my parents dog who is I think 11 at this point and is both easy going and very submissive to all other dogs, she does however, tend to wander off sometimes if not connected to a dog run or behind a fence and is difficult to retrieve because she can't really hear

Tootsie: the new dog that John and Brandy found by the side of the road a few weeks ago. Toots is well behaved, but was just spayed 3 days prior, which means she is still a little on edge as far as temperament goes since she is probably still a bit sore. She licked off the glue they use the first day out of the hospital, so she has to have one of those cone things on her head whenever she is alone so that she doesn't do it again. She also went into heat a week before she was spayed, so she apparently still smells to other dogs as if she is in heat.

Dudley: Brandy and John's dog which is un-neutered...suddenly the fact that Tootsie smells to other dogs like she is in heat becomes much more important, doesn't it? Thus Dudley and Tootsie were not allowed in the same room unattended.

Kaylinn: anyone reading this blog knows it is my first born child, she just happens to have lots of hair and 4 legs. Kaylinn, unfortunately was not really certain she liked Tootie just yet and really wanted to make sure she understood that she was the alpha female, but we couldn't let them fight because Toots had just had surgery. So, the two of them also could not be in the same area unattended.

Dina: Brandy and John's other dog, which is still somewhat a puppy. She is a 60 pound boxer who thinks she is a 20 pound lap dog, and has yet to gain complete control over her body. She also likes to eat plants, which is why last weekend one of the major task was to build a fence so that we could plant the front of Brandy and John's house for the second time without the problem of Dina eating it.

LuLu: the 6 month old puppy that Brandy was dog sitting for the week. When Brandy's friend dropped her off we put Tootsie in one room and Kaylinn in the other because we were afraid all those dogs might throw off the puppy until she got a little more accustomed to the house. Brandy's friend's daughter wanted to see the dogs, so after I showed her the various dogs in various rooms she came back to her mom and told her we had a dog hotel...which we kinda did. LuLu is very sweet, but will run away if not in her little pen thing or in her crate, and she is rather small which makes Dina playing with her unsupervised a bit of a hazard for LuLu.

In short:
1. Dudley and Tootsie cannot be in the same place as to lower the possibility of an R-rated interaction
2. Kaylinn and Tootsie cannot be in the same place without supervision as to minimize the possibility for a dominance fight
3. Tootsie cannot be alone inside without the cone on her head
4. Dina and LuLu cannot be together inside where you don't see rough play
5. LuLu needs to be in the cage or on a run when outside to not run away
6. Dina needs to be in the cage or with people when outside so she doesn't eat plants
7. Tootie needs to be in the cage on a run so she doesn't run away or be accosted by other males sensing her false in-heat smell
8. Belle needs to have someone near to make sure she doesn't wander down the street
9. LuLu will cry and whine if left anywhere unattended
10. Dudley will cry and whine if anywhere in sight distance of Tootsie
11. Dudley may also pee on the plants if left unattended too long while outside
12. For the outside, there are 2 boundary collars, 1 run line and 1 cage thing. Only Kaylinn, Dudley and Dina know where the boundaries are, which just to make things more interesting have recently been moved as part of the fence project. Realistically, only one dog can be in the cage thing at a time, and only Dina, LuLu and Tootsie will stay in the cage thing without jumping out. There is one gate for use on the inside, but all except Dina and LuLu will jump over the gate.

So, your question is how do we group dogs together both inside and out throughout the day in order to maintain safety for all pets at all times and maintain sanity for all caregivers?
